I think the term that might be confusing here is prefix. For classful addressing your prefix takes into consideration the address class type. For example in 192.168.1.0/30 your classful addressing would dictate that it's a Class C address (24 network bits) with 64 available subnets (2^6=64 subnets) with 2 hosts per subnet (2^2-2=2).
